Pull 3 ~ 5 gal buckets of Soil from Bed, to get to lower soil depth:

get to lower soil depth, loosen w/ Garden Fork, the entire length of the Garden Bed

 replace the 3 ~ 5 gal buckets of Soil from Bed to Garden Bed on opposite end from where the Soil came from

Garden Bed has been "shaped" using Steel Rake and hands

Use a 2 ft wide peice of plywood to shape further and lightly press soil together. You move the board and step on it to accomplish this.

Use a pice of 1" X 6" to shape further and lightly press soil together on the perimeter of the Garden Bed
